Yep, I guess. Have not tried the now free download, but the paid version I have been using since Win98 works on Win10. Original Help files are of the old style. There is a winhlp32 available to read that format. Also manuals in .pdf.
Can I run QuickCAD 7 in Windows 10? If not, is there one I can use?

No, QuickCAD won't work with newer versions of Windows. According to users on the Autodesk forums, the software is not even working with Windows 7 which means that Windows 10 is out of the question.
Compatibility mode is not working as well, therefore if you plan to use this applications, virtualization is the answers. It implies running an older version of Windows (one that's compatible with QuickCAD) in a simple Window.
You can learn more by downloading VirtualBox and learning about the way it works.
Unfortunately, QuickCAD is not working under Windows 7. However, there can be a way to make this application run in Windows 7 in XP Compatibility Mode. But, not many Windows 7 comes with this features, and if you want to upgrade it with this feature you will need to buy it.
The only manual available for QuickCAD is the one embedded into the installation package. There are various concerns regarding the user guide, because there isn't much explained, only a brief introduction. There's no Dutch guide, though.
